6.D. - Page 2 of 24 <br />The RFP resulted in three proposals from the following firms: Lance, Soll & Lunghard, LLP; Maze & <br />Associates; and Vavrinek, Trine, Day & Co., LLP. Eight staff members individually evaluated and scored <br />each proposal. The RFP evaluation team included four staff members from the Administrative Services <br />Department, and one staff member each from the Community Development Department, Library <br />Department, Port of Redwood City, and Silicon Valley Clean Water Authority. <br />On April 8, 2019, the City Council Finance/Audit Subcommittee (Committee) interviewed all three firms <br />that submitted proposals. Based on the staff evaluation of the proposals and the interview process, the <br />Committee recommends that the City Council authorize an agreement with Maze & Associates for three <br />fiscal years, with an option to extend the agreement for two additional one-year terms. <br />ANALYSIS <br />Maze & Associates was selected based upon the firm's understanding of the work required for all four <br />agencies, as well as their ability to provide outstanding and timely professional audit services. The firm <br />provided excellent references, and has recent experience in successfully performing similar services for <br />numerous other governmental agencies, specifically in San Mateo County. The firm also guaranteed <br />completing their work within the timeframe established by the City, as referenced in the scope of work. <br />The general scope of services covered in the contract includes conducting financial audits of the financial <br />statements of the City, Port, SVCWA, and SBWMA. These audits include the examination of internal <br />financial controls, preparation of the California State Controller's Annual Financial Transactions Report, <br />written reports on compliance and controls, and presentations to the governing bodies and/or <br />committees of the City, the Port, SVCWA, and SBWMA. <br />FISCAL IMPACT <br />The proposed FY 2018-19 audit cost for the City is $72,133, and the proposed total audit cost for all <br />agencies (except SBWMA, which does not begin until FY 2019-20) is $112,293. The costs for all agencies <br />in FY 2019-20 is $129,474, and FY 2020-21 is $133,360. Proposed costs for two additional one-year terms <br />are $137,362 in FY 2021-22, and $141,482 in FY 2022-23. <br />Current budgeted appropriations are sufficient to cover the proposed cost of these services for the City <br />for the three-year period; no additional budget appropriation is required. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />63 <br />
