6.J. - Page 2 of 7 <br />All City Management Services maintains on-call employees to fill vacancies as needed, provide training, <br />equipment, and supervision for its employees and provides liability coverage. <br />The contract renewal compensates All City Management Services at a rate of $23.75 per hour for each <br />hour of crossing guard service. This is a $1.61 per hour increase in the previous fiscal year's contract. All <br />City Management Services has always had to pay somewhat more than the state minimum wage in order <br />to attract qualified candidates able to handle the responsibilities associated with crossing guard duties. <br />All City Management Services is the only private vendor in our area providing crossing guard services. <br />FISCAL IMPACT <br />The contract will compensate All City Management Services at a rate of $23.75 per hour for each hour of <br />crossing guard service. The total number of contracted hours for FY 2019-20 is 11,700 at a cost that shall <br />not exceed $277.875. The Police Department will pay the cost from its operating budget using funds <br />earmarked for crossing guard services. No additional appropriation is required at this time. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />1. Decline the contract extension and no longer provide crossing guard services. <br />2.
