6.J. - Page 1 of 7 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: June 24, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Agreement between the City of Redwood City and All City Management Services for Crossing Guard <br />Services <br />RECOMMENDATION <br />Approve by motion, a one year agreement between the City of Redwood City and All City Management <br />Services to provide crossing guard services for Fiscal Year (FY) 2019-20, and authorize the City Manager <br />or her designee to execute the agreement <br />STRATEGIC INITIATIVE <br />Public Safety <br />BACKGROUND <br />Starting in FY 1999-00, the City has contracted with All City Management Services to staff nineteen <br />crossing guard posts. The City chose to contract with All City Management to provide crossing guard <br />services in lieu of maintaining a staff of part- time non -sworn Police Department personnel. The contract <br />is due for renewal on July 1, 2019. The current projected cost to provide these services for FY 2019-20 is <br />not expected to exceed $277,875. <br />ANALYSIS <br />Prior to contracting with All City Management Services, the Police Department managed and staffed <br />crossing guard posts but found it difficult to conduct supervisory oversight and maintain crossing guard <br />staffing. Staffing vacancies had to be filled with Community Service Officers or Police Officers, <br />necessitating the reassignment of personnel from patrol, traffic enforcement, and the investigation of <br />crimes. These reassignments resulted in fewer police personnel available for calls for service and less time <br />available for proactive law enforcement and criminal investigations.
