6.M. - Page 2 of 9 <br />In addition to the City of Redwood City, representatives from the California State Coastal Conservancy, <br />California State Parks, City of Half Moon Bay, Coastside Land Trust, County of San Mateo, Golden Gate <br />National Recreation Area, Mid -Peninsula Regional Open Space District, and San Francisco Public Utilities <br />Commission have been involved in monthly planning meetings. The result of the meetings includes the <br />development of an "Intent to Collaborate" letter for each agency to continue to help steward this legacy <br />project; the development of a Charter; and the Conceptual Bay to Sea Trail Map. <br />ANALYSIS <br />Imagine lacing up your boots at Bair Island in Redwood City, heading west, making your way up and over <br />the mountains, and crossing four north -south regional trails on your way to Half Moon Bay and touching <br />the Pacific Ocean. A 40 mile multiuse trail would give people living in urban areas the opportunity for this <br />experience. <br />POST, as the lead agency, contacted specific municipal and other government agencies to launch a <br />planning effort to help make this vision a reality. After meeting for the past year, the development of a <br />formal coalition is proposed to continue advancing the planning efforts. Working in collaboration on this <br />regional trail project is needed because it will cross land managed by numerous agencies and will impact <br />many communities both directly and indirectly. The proposed Planning Coalition is comprised of <br />representatives from public land agencies (city, county, special district, etc.), non-profit organizations, and <br />state agencies who play a critical role in planning, designing and managing this trail. The Planning Coalition <br />will engage externally with community members, agencies and organization advisors to seek input as - <br />needed throughout the project. <br />The purpose and intent of the Planning Coalition is to: <br />1. Work as a cohesive and coordinated group to complete the project vision efficiently and with <br />consistent outcomes across jurisdictional boundaries by 2037. <br />2. Ensure each member agency and the constituents they represent benefit from the project and <br />the collaborative planning process. <br />3. Leverage the coalition to expedite the project, maintain momentum, support each other's <br />capacity and regulatory needs, ensure high quality outcomes, and amplify potential community <br />benefits. <br />A "Letter of Intent" (LO1) was developed to determine which agencies could continue to provide high <br />level planning input to POST. To date, the California State Coastal Conservancy, Coastside Land Trust <br />County of San Mateo, and Mid -Peninsula Open Space Trust and have signed the LOI. Other agencies are <br />in process consideration to join the Planning Coalition. <br />If required, a formal memorandum of understanding or agreement may be developed in the future to <br />provide the necessary legal mechanisms for implementing and expanding any joint projects. The agency <br />member representatives have agreed that this collaboration is not intended to be legally binding and the <br />LOI should not be construed as such. The LOI may be amended at any time with the unanimous approval <br />of the members. Additional member agencies may be added at any time with the unanimous approval of <br />the members.
