Program partners include: Redwood City 2020; Redwood City <br />Family Centers; Police Activities League; Sheriffs Activities League; Boys and Girls Club; San Mateo County <br />Office of Education, and others. <br />The agreement includes the "BASE" (school day) funding as well as the "SUPPLEMENTAL" (non -school day) <br />funding. The combined funding totals will allow the City to receive a not -to -exceed amount of $461,235 <br />based on anticipated attendance reimbursement. <br />ANALYSIS <br />For the past 21 years of operating After School Programs in partnership with the District, the City <br />contributes staffing and operational resources annually via the PRCS operating budget to meet the grant <br />matching requirements while also supporting City Council's priority regarding Children and Youth. <br />PRCS continues to make a significant difference in the lives of children who need tutoring support, <br />academic enrichment, social and life skills learning, and health and recreation opportunities. <br />FISCAL IMPACT <br />A requirement of the agreement between the City and the District includes matching funds from the City, <br />as has been the case since the partnership began in 1998. The anticipated grant revenue total of $461,235 <br />plus the estimated $200,000 in participant fees equals $661,235 to offset the associated expenses of <br />$1,126,543, as included in the FY 2019-20 Recommended Budget for the Parks, Recreation and <br />Community Services Department. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to enter into the agreement. <br />ATTACHMENTS <br />Attachment A: Redwood City School District (RCSD) — City of Redwood City 19-20 REACH After School <br />Program Agreement <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />130 <br />
