6.0. - Page 1 of 5 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: June 24, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Letter of Intent to Fund a Two Year Downtown Streets Pilot Program to help chronically homeless <br />individuals to transition into long-term employment and housing. <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to sign a Letter of Intent from the City of Redwood <br />City to Downtown Streets Team, declaring its intention to fund a two-year pilot program and to make an <br />initial payment not to exceed 20% or $75,733, upon the execution of an agreement. <br />STRATEGIC INITIATIVE <br />Housing <br />BACKGROUND <br />Redwood City has a significant number of homeless individuals living within the city, estimated at 143 <br />unsheltered homeless during the San Mateo County One Day Homeless Count in January 2018. Chronically <br />homeless individuals are among the most challenging populations to serve with existing programs and <br />resources. In March of 2019 Council directed City staff to develop and return to Council with specific <br />proposals for the implementation of a two-year Downtown Streets Team pilot program and a two-year <br />Housing Locator Assister Pilot program. Staff had identified the Downtown Streets Team model as a <br />promising program that provides homeless individuals the opportunity to develop job skills through <br />volunteering on teams working to clean up and beautify the downtown and other areas within Redwood <br />City. The Downtown Streets Team model has successfully assisted chronically homeless individuals to <br />transition into long-term employment and housing in other communities. <br />ANALYSIS <br />In order to implement the program in Redwood City in a timely manner, staff with Downtown Streets <br />Team, a registered non-profit organization, have requested a signed Letter of Intent in order to proceed <br />with preliminary planning, pending the execution of an agreement to provide services.
