Chronically
homeless individuals are among the most challenging populations to serve with existing programs and
resources. In March of 2019 Council directed City staff to develop and return to Council with specific
proposals for the implementation of a two-year Downtown Streets Team pilot program and a two-year
Housing Locator Assister Pilot program. Staff had identified the Downtown Streets Team model as a
promising program that provides homeless individuals the opportunity to develop job skills through
volunteering on teams working to clean up and beautify the downtown and other areas within Redwood
City. The Downtown Streets Team model has successfully assisted chronically homeless individuals to
transition into long-term employment and housing in other communities.
ANALYSIS
In order to implement the program in Redwood City in a timely manner, staff with Downtown Streets
Team, a registered non-profit organization, have requested a signed Letter of Intent in order to proceed
with preliminary planning, pending the execution of an agreement to provide services.
