6.0. - Page 2 of 5 <br />the program, Downtown Streets Team would need to hire staff, identify office space within Redwood City, <br />identify a meeting space within Redwood City, purchase tools and equipment, and begin recruiting local <br />team members. Typically, it takes Downtown Streets Team staff 90 days from the execution of the <br />contract agreement to build a new community team and launch the program. With a signed Letter of <br />Intent from the City, Downtown Streets Team staff would begin taking these preliminary steps to start the <br />program prior to the final execution of a contract, allowing for the implementation of the program on an <br />accelerated timeline. <br />City staff anticipates the pilot program would cost approximately $378,664 per year to operate and <br />recommends the City consider a two-year agreement with Downtown Streets Team to give the program <br />adequate time to develop and City staff adequate time to determine its effectiveness for the City's <br />homeless population. <br />The letter creates no binding rights or obligations on the City with respect to the pilot program, except to <br />fund the program and make an initial payment of 20% of the first year's cost of $378,664 upon execution <br />of an agreement between the City and Downtown Streets Team. Instead, the letter articulates the City's <br />intent to work with Downtown Streets Team in good faith to reach a mutually acceptable agreement. <br />FISCAL IMPACT <br />The current projected budget for the pilot program is $378,664 per year or $757,328 for two years, which <br />would exceed the $750,000 of one-time funding previously allocated by the City Council. Sufficient <br />funding exists for the first year of the contract, therefore no additional appropriation is required for FY <br />2019-20.
