6.Q. - Page 1 of 24 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: June 24, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />Amendment to the City's Classification and Salary Plan <br />RECOMMENDATION <br />From the City Manager <br />Adopt a Resolution amending the City's Classification and Wage and Salary Plan to reinstate and amend <br />the classification of Police Property Clerk to be retitled Police Evidence and Property Clerk and to establish <br />the new classifications of Parks and Recreation Program Assistant 1/I1. <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />In accordance with the City's Municipal Code and Personnel Rules, the City maintains a classification and <br />salary plan for all positions of employment with the City. Periodically, salary ranges for the various <br />classifications are updated in accordance with approved Memorandums of Understanding or salary <br />resolutions, and employment agreements with unrepresented employees. In addition, as service needs <br />and operations evolve over time, City staff reviews the City's classification system and organizational <br />changes in order to bring position descriptions up-to-date, to make changes in support of the City's <br />Strategic Plan, and improve service delivery. <br />When considering compensation, the City takes into account factors such as the cost of living, recruitment <br />and retention goals, and compensation survey data from comparable Bay Area cities, as well as the current <br />financial condition of the City, and any anticipated fiscal challenges. Consideration is also given to the <br />internal alignment of salaries for existing superior, subordinate, and peer -level classifications within the <br />City.
