6.Q. - Page 2 of 24 <br />ANALYSIS <br />In support of the City Council's strategic initiative of efficient government operations, the Police <br />Department and Parks, Recreation and Community Services (PRCS) Department evaluated vacancies in <br />each department and determined that position modifications would increase efficiencies as well as <br />enhance services to the community. Staff identified the need to reinstate and amend the classification of <br />Police Property Clerk, to be retitled Police Evidence and Property Clerk, in the Police Department and to <br />establish the new classification of Parks and Recreation Program Assistant 1/11 in the PRCS Department. <br />Police Evidence and Property Clerk, Police Department: <br />The Evidence and Property section of the Police Department performs a crucial service to public safety by <br />collecting, preserving, storing and transferring crime scene evidence and property, as well as ensuring the <br />safe disposition of materials. The City previously had a Police Property Clerk classification which was <br />deactivated and replaced by the Community Service Officer (CSO) classification in 2004. Up until 2015, <br />the Property Section was staffed by two CSOs who reported to a Police Lieutenant. Since 2015, this section <br />has been staffed with one CSO who has served as property clerk, a part-time non -benefited support <br />position, and one Police Evidence and Property Room Coordinator who has provided dedicated lead day- <br />to-day supervision to the section, as well as provided staff expertise in several areas to reduce the reliance <br />on outside services. <br />With recent vacancies within the Police Department including the Property Section, and in consideration <br />of current needs of the department, staff proposes to reallocate positions within the department and <br />reinstate the Police Property Clerk classification and amend the classification to be retitled Police Evidence <br />and Property Clerk. This non-exempt classification will be included in the Service Employees International <br />Union (SEIU) Local 521. The proposed salary is aligned internally with the Police Clerk classification. The <br />proposed salary is $5,346 to $6,492 monthly. <br />Parks and Recreation Program Assistant 1/11, PRCS Department: <br />With recent vacancies within the PRCS Department, to improve service delivery, and in consideration of <br />current and future needs of the department to support the City's strategic initiative of efficient <br />government operations, staff proposes to reallocate positions within the department and establish the <br />new classification of Parks and Recreation Program Assistant 1/II. This classification will provide both direct <br />support and assistance for users of PRCS facilities, and also provide much needed coordination and <br />administrative support to various departmental staff for programs, activities, trainings, and general <br />community services. This non-exempt classification will be included in the SEIU Local 521. The proposed <br />salary for the Program Assistant I and Program Assistant II classifications are aligned internally, the <br />Program Assistant II classification is 15 percent below Recreation and Community Services Program <br />Coordinator, and the Program Assistant I classification is 10 percent below Program Assistant 11. The <br />proposed salaries are $4,862 to $5,910 monthly for Program Assistant I, and $5,403 to $6,567 monthly <br />for Program Assistant 11. <br />FISCAL IMPACT <br />The combined classification and salary changes noted above will result in an estimated total annual cost <br />increase of $10,500 for salary and salary -related benefits.
