6.B. - Page 1 of 12 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: June 24, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Accounting and Financial Services Agreement between the City of Redwood City and South Bayside Waste <br />Management Authority <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an agreement with South Bayside Waste <br />Management Authority for the City of Redwood City Finance Division to provide accounting and financial <br />services in an amount not to exceed $431,022. <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />The South Bayside Waste Management Authority (SBWMA) is a joint powers authority that was formed <br />in 1982. Currently, there are twelve public agencies that comprise the membership of SBWMA: Cities of <br />Belmont, Burlingame, East Palo Alto, Foster City, Hillsborough, Menlo Park, Redwood City, San Carlos, and <br />San Mateo; Town of Atherton; San Mateo County; and the West Bay Sanitary District. <br />SBWMA, also known as "Rethink Waste," delivers waste reduction and recycling programs; owns and <br />manages the facility (Shoreway Environmental Center) that receives recyclables, organics, and refuse <br />collected in its service area; and manages the service providers that collect, process, recycle, and dispose <br />of materials for its member agencies. <br />In March 2018, SBWMA issued a Request for Proposals to provide the Authority with financial and <br />accounting services. The City of San Carlos was providing those services to SBWMA, and the contract was <br />due to expire on June 30, 2018. The services included all general accounting services (accounts payable, <br />accounts receivable, cash receipts, and general ledger), maintenance of bank and investment accounts, <br />financial statement preparation, and annual review by independent auditors for the calendar and fiscal <br />years. The City of Redwood City and the City of San Carlos both provided proposals in 2018.
