6.B. - Page 2 of 12 the SBWMA Board decided to enter into a one-year contract extension with the City of San Carlos to provide continuity of service during a period of finance staff vacancies and transition within SBWMA. In December 2018, SBWMA requested updated proposals from both the City of Redwood City and the City of San Carlos to provide services starting in the new fiscal year. SBWMA performed a thorough review of each updated proposal and conducted interviews with City staff, and in February 2019, the SBWMA Board awarded a three-year contract to the City of Redwood City Finance Division to perform financial and accounting services. ANALYSIS The City's Finance Division has been providing professional financial, accounting, and payroll services to outside agencies for many years. Currently, the Finance Division provides these services to Silicon Valley Clean Water Authority (SVCW), Redwood City 2020, and the Port of Redwood City. The City's contract with SVCW is set to expire on December 31, 2019. Therefore, the City's Finance Division will have workload capacity to provide financial and accounting services to SBWMA without any changes to staffing. The City's fee of $119,790 for FY 2019-20 and an additional one-time transition fee of $9,969 are based on estimated hours and fully burdened hourly rates by position classification. The agreement also includes the possibility of amending the agreement for two additional one-year terms, if desired. FISCAL IMPACT The agreement with SBWMA will result in revenue to the Finance Division of $129,759 in FY 2019-20, $121,839 in FY 2020-21, and $125,494 in FY 2021-22. ENVIRONMENTAL REVIEW This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably foreseeable indirect physical change in the environment. PUBLIC NOTICE Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 hours prior to the meeting. ALTERNATIVES The City Council may elect to not authorize the City Manager to execute the Agreement to provide financial and accounting services to SBWMA, which would require the City to modify the FY 2019-20 Recommended Budget, as revenue related to this agreement is included in the Recommended Budget.
