6.B. - Page 2 of 12 <br />the SBWMA Board decided to enter into a one-year contract extension with the City of San Carlos to <br />provide continuity of service during a period of finance staff vacancies and transition within SBWMA. <br />In December 2018, SBWMA requested updated proposals from both the City of Redwood City and the <br />City of San Carlos to provide services starting in the new fiscal year. SBWMA performed a thorough review <br />of each updated proposal and conducted interviews with City staff, and in February 2019, the SBWMA <br />Board awarded a three-year contract to the City of Redwood City Finance Division to perform financial <br />and accounting services. <br />ANALYSIS <br />The City's Finance Division has been providing professional financial, accounting, and payroll services to <br />outside agencies for many years. Currently, the Finance Division provides these services to Silicon Valley <br />Clean Water Authority (SVCW), Redwood City 2020, and the Port of Redwood City. The City's contract <br />with SVCW is set to expire on December 31, 2019. Therefore, the City's Finance Division will have <br />workload capacity to provide financial and accounting services to SBWMA without any changes to staffing. <br />The City's fee of $119,790 for FY 2019-20 and an additional one-time transition fee of $9,969 are based <br />on estimated hours and fully burdened hourly rates by position classification. The agreement also <br />includes the possibility of amending the agreement for two additional one-year terms, if desired. <br />FISCAL IMPACT <br />The agreement with SBWMA will result in revenue to the Finance Division of $129,759 in FY 2019-20, <br />$121,839 in FY 2020-21, and $125,494 in FY 2021-22. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may elect to not authorize the City Manager to execute the Agreement to provide <br />financial and accounting services to SBWMA, which would require the City to modify the FY 2019-20 <br />Recommended Budget, as revenue related to this agreement is included in the Recommended Budget. <br />ATTACHMENTS <br />Attachment A: Agreement for Professional Services <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />48 <br />
