Powers & Associates, Inc. for the <br />preparation of an Environmental Impact Report in accordance with the California Environmental Quality <br />Act (CEQA) Guidelines for the project at 557 East Bayshore Road. <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 2 to the Professional <br />Services Agreement with David J. Powers & Associates, Inc. in a not -to -exceed amount of $111,740 for the <br />preparation of an Environmental Impact Report in accordance with the California Environmental Quality <br />Act (CEQA) Guidelines for the project at 557 East Bayshore Road for a total agreement amount of <br />$511,740. <br />STRATEGIC INITIATIVE <br />Housing <br />BACKGROUND <br />While the applicant has withdrawn its previous application and submitted a new application in January, <br />2019, the site itself has had a detailed background and planning history. In 2015, conceptual planning <br />designs were submitted to the City from SyRES Development/Steinberg Architects for a General Plan <br />Amendment and a proposal of 550 unit multi -family residential development and 100,000 square foot <br />sport club "Villa Sport." At this time, the City expressed concern with the overall design of the <br />development and recommended that the project conform to the General Plan land use designation <br />(Mixed Use Waterfront for the parcel closest to the bay and Commercial Regional for the parcel abutting <br />East Bayshore Road). Towards the latter end of 2016, the applicant submitted a revised application <br />reducing the number of units to 336 and maintaining the size of the proposed Villa Sport. At that time, <br />staff comments were concentrated around the overall design of the residential building, site layout and <br />amount of surface parking covering the site. The revised application was deemed incomplete on October <br />28, 2016.
