6.E. - Page 2 of 9 <br />A new application was submitted to the City by Redwood Crossing LLC/SyRES Properties Inc., and Villa <br />Sport, LLC (the "Applicant") in January 2019 and includes a proposal for a 480 -unit residential building and <br />a 100,000 square foot Villa Sport sports club. The project is consistent with the base density for the zoning <br />district (with provision of community benefits) at 422 units, and includes 58 additional units with a state <br />density bonus law request, bringing the total units to 480. Parking is provided under the residential <br />buildings and on an at -grade parking lot. The residential buildings are proposed at five stories (up to 55 <br />feet in height) and the fitness center is proposed at two stories (up to 48 feet in height). Requested <br />entitlements include Zoning Map and Text Amendment, Use Permit, Architectural Permit and Sign Permit. <br />Figure 1: Project Submittal 2016-2018 <br />ANALYSIS <br />t <br />r . <br />Figure 2: Project Submittal 2019 <br />Previous work for the environmental review was completed from task orders issued under the existing <br />On -Call Environmental Consulting Services Agreement with David J. Powers, approved by the City Council <br />on January 12, 2015 and amended on September 24, 2018. A second amendment to the existing <br />Professional Services agreement is being requested for the remainder of negotiated and agreed-upon <br />work for the preparation of the Environment Impact Report as part of the project at 557 East Bayshore <br />Road. <br />The scope of work will remain essentially unchanged. However, due to significant changes from the <br />previous project submittal, including an increase from 336 units to 480 units and substantial revisions to <br />the building and parking layouts, the current scope for the preparation of the EIR requires revisions and <br />thus an amendment to the contract is required. A new Notice of Preparation and Scoping Meeting will be <br />needed as well as revisions to the analysis undertaken by David J.
