Furthermore, the regulatory setting has changed since <br />the EIR was drafted, including adoption of an updated CEQA checklist, which requires additional analysis <br />and revisions in multiple areas. <br />In 2017, Hexagon Transportation Consultants, the traffic sub -consultant for David J. Powers, prepared a <br />Transportation Impact Assessment (TIA) for the revised project submitted in 2017. The contract <br />amendment includes tasks to revise to the original TIA based on the new project description and accounts <br />for regulatory changes such as the inclusion of Vehicle Miles Traveled (VMT) analysis. The City has also <br />requested inclusion of a cumulative growth scenario which will account for trips generated by the <br />proposed Harbor View project (if approved) as well as cumulative analysis of the project with and without <br />the Bloomquist Street Extension and bridge across Redwood Creek. <br />FISCAL IMPACT <br />There is no fiscal impact to the City. Pursuant to the City's Cost Recovery Program, the applicant would <br />pay for all costs associated with the EIR, including City staff time necessary to manage the EIR and <br />entitlement process. <br />ENVIRONMENTAL REVIEW <br />Approval of this consultant agreement is not a project under California Environmental Quality Act (CEQA) <br />as defined in CEQA Guidelines, section 15378, because it has no potential for resulting in either a direct <br />or reasonably foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to approve the agreement and ask staff to either contract with other <br />proposer or administer another Request for Proposals for professional services. <br />ATTACHMENTS <br />Attachment A: Amendment No. 2 for Professional Services with David J.
