6.U. - Page 23 of 47 1.3 Utility Billing The City issues a combined utility bill to its customers for water, sewer, and solid waste collection services. Residential customers are typically billed on a bi-monthly basis while non-residential customers are typically billed on monthly basis. 1.4 Sewer System Overview The City owns and operates a wastewater collection system that serves roughly 19,600 primarily residential accounts and includes approximately 200 miles of sewer pipelines and 31 sewer lift stations. In addition to providing sewer service within most of the City's incorporated area, Redwood City also conveys wastewater from six regional sewer maintenance districts to SVCW pursuant to contracts with each district. The City's wastewater is conveyed to a regional wastewater treatment plant operated by Silicon Valley Clean Water (SVCW) for treatment. After being treated to stringent environmental standards, wastewater effluent is either discharged into the San Francisco Bay or subject to additional purification and distributed as recycled water. Redwood City has been a regional pioneer in the use of recycled water to help meet the City's water demands. SVCW is currently in the process of completing a roughly $850 million capital improvement program to rehabilitate and rebuild its aging wastewater conveyance and treatment facilities. SVCW is a joint exercise of powers authority that provides wastewater transmission, treatment, and effluent disposal services to its four member agencies including Redwood City, San Carlos, Belmont, and the West Bay Sanitary District. 1.5 Sewer Rates Table 1 on the following page shows a schedule of current sewer rates. The City's sewer rates vary by customer class: Residential Sewer Rates — Residential customers pay a fixed sewer service charge per dwelling unit. Prior to 2016, the City charged the same sewer service charge to all residential dwelling units. Based on the 2016 rate study, the City began levying a reduced charge per multi -family residential dwelling unit on parcels with 10 or more total dwelling units. The reduced charge was warranted because analysis of winter water use per dwelling unit in multi -family residential accounts indicated that water use was lower in accounts with 10 or more dwelling units while use in accounts with 1 to 9 dwellings was similar to that of single family homes. Analysis of winter water from the prior fiscal year confirms that the reduced charge remains appropriate.
