6.E. - Page 7 of 9 <br />1W:/:1W11IlI 1_1i <br />SCOPE OF SERVICES AND FEE <br />The scope of work for Consultant will remain essentially unchanged. However, due to <br />the changes to enlarge the project and submittal of a new application, most of the <br />previously completed work will need to be updated, revised or redone. A new Notice of <br />Preparation and Scoping Meeting will be needed. Extensive revisions to the EIR will be <br />required to update the document to reflect the new, larger project. Additional analysis <br />will also be needed for the new project components. Furthermore, the regulatory setting <br />has changed since the time the EIR was drafted, including the adoption of an updated <br />CEQA checklist, requiring revisions and additional analysis in multiple impact areas. As <br />a result, this amendment request includes budget to compensate for work completed <br />that needs to be redone along with additional work that is now required, and also <br />updates our overall labor budget based on current charge rates. <br />Additional Work from Hexagon Transportation Consultants <br />Hexagon Transportation Consultants prepared a TIA for the project in 2017. <br />Subsequently, the City requested additional work that was not included in the original <br />scope of services. However, a contract amendment for the additional work, consisting <br />of the tasks listed below, was never executed. <br />1. Vehicle Miles Traveled (VMT) analysis: The TIA will include an information <br />discussion of VMT as it relates to the project. San Mateo County has not yet <br />established any standards related to VMT. Data provided by the Metropolitan <br />Transportation Commission will be used to compare the VMT estimates for the <br />project zone to VMT estimates for the region. <br />2. Cumulative Growth Scenario: The City has requested that the cumulative growth <br />scenario include trips generated by the Harbor View Place project. Hexagon will <br />estimate cumulative traffic conditions by applying an annual growth factor to <br />existing traffic volumes and then adding traffic from approved and pending <br />projects, and the Harbor View Place project. <br />3. Bloomquist Street Extension Analysis: Hexagon's original scope of work <br />assumed completion of the Bloomquist Street Extension as a geometry change <br />under cumulative conditions. The City has requested the analysis of cumulative <br />conditions both with and without Bloomquist Street Extension. <br />A revised TIA will be prepared to evaluate the potential impacts of the currently <br />proposed project, incorporation the additional analyses previously requested by the <br />City.
