6.F. - Page 1 of 5 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: June 24, 2019 <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />SUBJECT: Award of Contract -2019 Striping Project <br />RECOMMENDATION <br />From the City Manager <br />By motion, award the standard form construction contract (Section 00520) for the 2019 Striping Project <br />to Chrisp Co. of Fremont, California for their responsive and responsible low bid of $843,742.15, and <br />authorize the City Manager to increase the contract amount, if necessary, up to 10% above the original <br />contract amount. <br />STRATEGIC INITIATIVE <br />Transportation <br />BACKGROUND <br />Roadway pavements require repair and preventive maintenance for a variety of reasons, including <br />deterioration due to aging, traffic loads, exposure to the elements, and intrusive tree roots. The Roadway <br />Management Program inventories, assesses, and tracks maintenance of the City's roadways. Roadway <br />segments are then prioritized based on the needs of the entire street network. It is more economical to <br />preserve pavements in good condition rather than delaying repairs, as aging pavements deteriorate <br />faster, and associated repair costs increase rapidly. <br />Each year, projects are selected to optimize pavement conditions and striping to make the most efficient <br />use of limited resources. At times, work on specific streets is shifted by 1-2 years to allow for planned <br />underground utility (water, sewer, and storm drain) projects to proceed first. This minimizes utility <br />projects working on newly resurfaced streets. <br />This Project is essentially the second phase of the 2019 Microsurfacing Project, which is a second attempt <br />at completing the 2018-2019 Microsurfacing Project. The City rejected all the bids for that project due to <br />high bid amounts and inadequate funding. This year, it was rebid as two separate projects to save costs: <br />2019 Microsurfacing Project (Phase 1) and 2019 Striping Project (Phase 2).
