The total base bid of $843,742.15 from Chrisp <br />Company is within the engineer's estimate of the construction cost. Based upon the bids received, staff <br />believes that the low bid of $843,742.15 is reasonable and responsive, and recommends awarding the <br />contract to Chrisp Company. <br />If approved and awarded, construction is anticipated to begin in July 2019 and conclude by the end of <br />August 2019. <br />Notification of the proposed work will be distributed to area residents, property owners, business owners, <br />and schools in advance of the start of work. Notification strategies will include direct mailers, changeable <br />message signs (for work on major streets), door hangers, and 'No Parking' signs. The City will also alret <br />the public about major construction activies and impacts via the City's social media accounts. <br />FISCAL IMPACT <br />Funding for the 2019 Striping Project is included in the adopted FY 2018-19 capital budget, and in the <br />recommended FY 2019-20 capital budget, in the Capital Outlay Fund, GID 1-64 Maintenance & Operation <br />Fund, Road Maintenance & Rehabilitation Act Fund, and Transportation Fund. <br />ENVIRONMENTAL REVIEW <br />As proposed, the project is categorically exempt from the requirements of the California Environmental <br />Quality Act (CEQA) Guidelines pursuant to Section 15301(c), Class 1 ("Existing Facilities") for the repair <br />and maintenance of existing highways and streets with neglibile or no expansion of an existing use.
