6.G. - Page 1 of 4 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: June 24, 2019 <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />SUBJECT: Award of contract— 2019 Microsurfacing Project <br />RECOMMENDATION <br />From the City Manager <br />By motion, award the standard form construction contract (Section 00520) for the 2019 Microsurfacing <br />Project to American Asphalt Repair & Resurfacing Co., Inc. of Hayward, CA for their responsive and <br />responsible low bid of $702,652.00, and authorize the City Manager to increase the contract amount, if <br />necessary, up to 10% above the original contract amount. <br />STRATEGIC INITIATIVE <br />Transportation <br />BACKGROUND <br />Roadway pavements require repair and preventive maintenance for a variety of reasons, including <br />deterioration due to aging, traffic loads, exposure to the elements, and intrusive tree roots. The Roadway <br />Management Program inventories, assesses, and tracks maintenance of the City's roadways. Roadway <br />segments are then prioritized for resurfacing based on the needs of the entire street network. It is more <br />economical to preserve pavements in good condition rather than delaying repairs, as aging pavements <br />deteriorate faster, and associated repair costs increase rapidly. <br />Each year, projects are selected to optimize pavement conditions and to make the most efficient use of <br />limited resources. At times, paving work on specific streets is shifted by 1-2 years to allow for planned <br />underground utility (water, sewer, and storm drain) projects to proceed first. This minimizes utility <br />projects working on newly resurfaced streets. <br />The purpose of the 2019 Microsurfacing Project is to preserve and extend the serviceable life of Marine <br />Parkway, Vera Avenue and Alameda de las Pulgas by protecting the pavement surfaces with a thin layer <br />of asphalt material to create a microsurfacing seal. Microsurfacing is a cost-effective preventive <br />maintenance measure that provides a new wearing surface, seals and protects the underlying pavement <br />from the elements, and extends the life of the pavement. Prior to the application of the microsurfacing, <br />deteriorated sections of pavement are replaced and larger cracks in the surface are filled with sealant. <br />After applying the microsurfacing, temporary pavement markings and striping will be installed.
