6.G. - Page 2 of 4 <br />roughly one to two weeks, permanent pavement striping and markings will be installed via the 2019 <br />Striping Project. <br />This project will complete some paving work that was previously started. On Marine Parkway, a spot repair <br />project was completed at the end of 2017. After the winter of 2017, staff reassessed the condition of the <br />street and determined that microsurfacing, along with additional spot repair, was the appropriate <br />pavement maintenance strategy for Marine Parkway. <br />This Project is essentially the second phase of the 2019 Microsurfacing Project, which is a second attempt <br />at completing the 2018-2019 Microsurfacing Project. The City rejected all the bids for that project due to <br />high bid amounts and inadequate funding. This year, it was rebid as two separate projects to save costs: <br />2019 Microsurfacing Project (Phase 1- this project), and 2019 Striping Project (Phase 2). The 2019 Striping <br />Project will follow this resurfacing project to complete the work. <br />Construction will be coordinated with other active and planned construction in the area. <br />ANALYSIS <br />Four (4) bids were received for the 2019 Microsurfacing Project by the bid deadline on May 16, <br />2019. The total base bid of $702,652.00 from American <br />Asphalt Repair & Resurfacing Co., Inc. is 8 percent higher than the highest range of the engineer's estimate <br />of $650,000. Based upon the bids received, staff believes that the low bid of $702,652.00 is reasonable <br />and responsive, and recommends awarding the contract to American Asphalt Repair & Resurfacing Co., <br />Inc. <br />Construction is anticipated to begin in July 2019 and conclude by mid-August 2019. <br />Notification of the proposed work will be distributed to area residents, property owners, business owners, <br />and schools in advance of the start of work. Notification strategies will include direct mailers, changeable <br />message signs (for work on major streets), door hangers, and 'No Parking' signs.
