The project spanned over two years due to the multitude of conflicts encountered during construction. The long lead time of traffic signal equipment, the unforeseen subsurface condition, and the conflicting information from utility service providers all contributed to the longer -than -expected project duration. The increase in project cost addressed the following items: utility conflicts that required redesign of storm drain lines and traffic signal conduits. FISCAL IMPACT This project was fully funded in the FY 2018-2019 Adopted Budget; no budget adjustments are required. ENVIRONMENTAL REVIEW This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably foreseeable indirect physical change in the environment. On January 23, 2017, the City Council determined when it awarded the contract that the project was exempt under CEQA Guidelines Section 15301 (Existing Facilities) because it involved the minor alteration of existing streets with negligible or no expansion of use. PUBLIC NOTICE Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 hours prior to the meeting. ALTERNATIVES The City Council may choose not to accept the project or authorize the release of bonds and retention, however, this would be contrary to the terms of the contract and public contracting code.
