6.1. - Page 1 of 5 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: June 24, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Approval of the updated City of Redwood City Construction Contract Manual for public works <br />improvement projects <br />RECOMMENDATION <br />By motion, approve the updated City of Redwood City Construction Contract Manual for public works <br />improvement projects effective August 1, 2019, and authorize the City Manager or designee to make <br />changes with the approval of the City Attorney. <br />STRATEGIC INITIATIVE <br />Public Safety <br />BACKGROUND <br />The Construction Contract Manual (Contract Manual) is a vital and intrinsic part of a public works <br />construction project's contract documents. It is comprised of legal bidding requirements, insurance and <br />bond requirements, labor law requirements, contractor licensing requirement, work payment <br />administration procedures, contract forms, a contract agreement and various general and supplemental <br />conditions. It establishes contracting procedures to aid staff in the administration of construction projects <br />in a legal, effective and fair manner. <br />The proposed 2019 Contract Manual is a template prepared by the law firm of Burke, Williams & Sorensen, <br />LLP, and reflects updates resulting from a comprehensive review of all sections of the existing construction <br />contract templates. This review was conducted with assistance from Finance Division and Risk <br />Management staff, and the Bay Cities Joint Powers Insurance Authority, and was thoroughly reviewed and <br />edited by staff from the Engineering Division and the City Attorney's Office. <br />ANALYSIS <br />The 2019 Contract Manual includes recommended modifications designed to clarify, update, or promote <br />the latest construction and contact management practice, law and regulations.
