6.1. - Page 2 of 5 <br />policies and requirements to reflect updated specific items related to risk management, construction <br />management practices, compliance with State and Federal construction, contracting and labor laws. <br />Key template sections subjected to review and revision were requirements related to bidding procedures, <br />contracting requirements, and general and supplemental conditions. <br />A complete set of the Contract Manual is available for review in the City Clerk's office and accessible <br />through the link below. The Contract Manual table of contents is also included as Attachment A. <br />The Contract Manual will go into full effect on August 1, 2019 after Council approval. In the interim, <br />training sessions for City staff will be conducted in order to facilitate a smooth transition to use of the new <br />Contract Manual. <br />FISCAL IMPACT <br />There is no fiscal impact to the City. <br />ENVIRONMENTAL REVIEW <br />The approval of the Contract Manual proposed in this report do not constitute a "project" as defined by <br />the California Environmental Quality Act section 15378 because Contact Manual has no potential for <br />resulting in either a direct or foreseeable physical change in the environment.
