RESOLUTION NO. 18-16 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF REDWOOD CITY UPHOLDING THE APPEAL OF KRIS <br />JOHNSON ON BEHALF OF REDWOOD CITY RESIDENTS FOR <br />RESPONSIBLE DEVELOPMENT AND OVERTURNING THE ZONING <br />ADMINISTRATOR APPROVAL OF ARCHITECTURAL PERMIT NO. <br />AP2018-021 FOR 288 JETER STREET <br />WHEREAS, the applicant, UPH RC, LLC c/o Nicole Cave (Applicant), on <br />behalf of Swanson Albert J & MK Trust (Property Owner), has applied for an <br />Architectural Permit to construct a new 3,502 square -foot single-family residence <br />(the Project) at 288 Jeter Street (the Property); and <br />WHEREAS, on July 12, 2018, the Historic Resources Advisory Committee <br />(HRAC) conducted a public hearing to provide guidance on the adequacy of the <br />historic report for the property located at 288 Jeter Street. The HRAC considered <br />the historic report prepared by Archaeological Resource Management, Robert R. <br />Cartier, Ph.D, and agreed with the conclusions that 288 Jeter Street is not a historic <br />property; and <br />WHEREAS, on July 12, 2018, the HRAC voted 4-0 that the property at 288 <br />Jeter Street is not an historic property and does not meet any of the criteria of the <br />California Register of Historic Resources and is not individually eligible for listing in <br />the California Register nor for listing as a local historic resource; and <br />WHEREAS, pursuant to Section 45.3 of the Zoning Ordinance, the Zoning <br />Administrator is authorized to review and approve such Architectural Permits; <br />and <br />WHEREAS, on July 17, 2018, the Zoning Administrator issued a Notice <br />of Official Action for Architectural Permit No. AP2018-021, approving the Project <br />because the required R-1 Zoning District Standards were met and the <br />Architectural Permit Findings were made; and <br />WHEREAS, on July 31, 2018, an appeal of the Zoning Administrator's <br />decision to approve the Architectural Permit was filed with the City Clerk by Kris <br />Johnson on behalf of Redwood City Residents for Responsible Development <br />(Appellant); and <br />WHEREAS, on September 7, 2018, a public hearing notice was published in <br />the San Mateo Daily Journal and mailed to interested parties and all property <br />owners within 300 feet of the Property; and <br />WHEREAS, on September 18, 2018, the Planning Commission of the City <br />of Redwood City held a duly noticed de novo public hearing in accordance with <br />ATTY/RESO.0001/PC RESO UPHOLDING APPEAL FOR 288 JETER STREET <br />REV: 01-04-19 PR <br />Page 1 of 3 <br />
