2. In upholding the appeal and overturning the Zoning <br />Administrator's decision, the Planning Commission is u n able make the required <br />findings for approval of an Architectural Permit (Zoning Ordinance Section 45.4). <br />Specifically, the Planning Commission finds that: <br />a. Zoning Ordinance Section 45.4(C) requires the following finding for <br />approval of an Architectural Permit: The extent to which the structure <br />conforms to the general character of other structures in the vicinity <br />insofar as the character can be ascertained and is found to be <br />architecturally desirable. <br />The Planning Commission finds that the proposed house does not <br />conform to the general character of the other structures in the vicinity <br />because of the size and massing of the house in comparison to other <br />homes on the block. In addition, the proposed house spans nearly the <br />full width of the development envelope and does not promote the <br />predominant spacing pattern along the block which includes detached <br />garages and side yard driveways. Detached garages oriented at the <br />rear of the site are common in the neighborhood and allow for <br />additional spacing between homes. In this case, the attached garage <br />combined with the proposed size and massing does not conform to the <br />general character of other structures in the vicinity. <br />3. The Planning Commission hereby upholds the appeal and, therefore, <br />Architectural Permit No. AP2018-021 is denied and the decision of the Zoning <br />Administrator approving the Architectural Permit is overturned based on the findings <br />set forth above, and the Planning Commission's consideration of the Project in <br />accordance with the plans, details, and descriptions contained therein. <br />4.
