RESOLUTION NO. 19-01 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY APPROVING A PLANNED COMMUNITY PERMIT, <br />PLANNED DEVELOPMENT PERMIT AND TENTATIVE MAP, WITH <br />ASSOCIATED EIR ADDENDUM FOR THE 610 WALNUT STREET <br />PROJECT <br />WHEREAS, Applicant, Windy Hill PV Five, CM, LLC, submitted an application for a <br />Planned Community Permit, Planned Development Permit and Tentative Map for the <br />development of a six -story 65,080 square foot building located at 610 Walnut Street, (the <br />"Project"); and <br />WHEREAS, the site is located within the Downtown Medical Campus Precise Plan <br />("Precise Plan") Area; and <br />WHEREAS, in 2003, the City Council certified the Kaiser Medical Center Master <br />Plan Final Environmental Impact Report (EIR) and the First Addendum to the EIR for the <br />Downtown Medical Campus Precise Plan and on February 6, 2018, the Planning <br />Commission approved the Second Addendum to the EIR for the medical office building at <br />1175 Marshall; and <br />WHEREAS, the Architectural Advisory Committee ("AAC") conducted duly noticed <br />public hearings to review the project design at its July 19, 2018 and November 15, 2018 <br />meetings. The AAC was generally supportive of the design and requested design details <br />return to the Committee on a future consent agenda; and <br />WHEREAS, a Third Addendum ("Third Addendum") to the EIR has been prepared <br />in accordance with the requirements of the California Environmental Quality Act (Public <br />Resources Code Section 21000 et seq.; hereafter, "CEQA") and the Guidelines for <br />Implementation of the California Environmental Quality Act (Title 14, section 15000 et seq. <br />of the California Code of Regulations; hereafter, the "CEQA Guidelines"); and <br />WHEREAS, the Third Addendum to the EIR found that the proposed project and <br />associated environmental effects do not meet the conditions described in CEQA Guidelines <br />Section 15162 for the preparation of a subsequent or supplemental EIR; and <br />WHEREAS, on February 19, 2019, the Planning Commission conducted a duly <br />noticed public hearing in accordance with all applicable requirements of the Redwood City <br />Municipal Code and Zoning Ordinance, to 1) receive public comments and 2) consider <br />project entitlements; and <br />NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br />Section 1. The Commission, having independently heard, considered, and weighed <br />all evidence in the record, finds that the above recitals are accurate and constitute findings <br />in this matter and, together with the staff report and the application materials, including <br />without limitation the Third Addendum to the EIR, development plans, and all other <br />ATTY/RESO.0016/PC RESO APPROVING PERMITS FOR 610 WALNUT STREET <br />REV: 02-20-19 PR <br />Page 1 of 16 <br />
