documents, reports, studies, memoranda, maps, oral and written testimony, and materials <br />in the City's file for the applications and the Project, and all adopted City planning <br />documents relating to the Project and the property including the City's General Plan, <br />Municipal Code, Zoning Ordinance, Precise Plan other applicable City laws and <br />regulations, and all associated approved and certified environmental documents, have <br />together served as an adequate and appropriate evidentiary basis for the findings and <br />actions set forth in this Resolution. <br />Section 2. CEQA: The Commission finds, based on its independent judgement <br />and analysis that: <br />a. The Third Addendum to the EIR for the 610 Walnut Street Office Project was <br />prepared in accordance with all legal requirements; and <br />b. The Planning Commission has reviewed the Third Addendum and other <br />information in the entire record and has considered the information, including <br />the written and oral comments received at the public hearing on the Project, <br />prior to acting upon or approving the Project. <br />Based on substantial evidence in the record, the proposed Project is within <br />the scope of the previously adopted Precise Plan and the certified F EIR. <br />The mitigation measures and Statement of Overriding Considerations <br />associated with certification of the EIR address the environmental effects <br />of the Project. Accordingly, with the approval of this Project, all applicable <br />mitigation measures and the Statement of Overriding Considerations are <br />hereby reconfirmed and readopted. <br />d. As set forth in CEQA Guidelines sections 15162 (Subsequent EIRs and <br />Negative Declarations) and 15163 (Supplement to an EIR), the proposed <br />Project will not result in any new environmental effects, or a substantial <br />increase in the severity of any environmental impact, or require new <br />mitigation measures beyond those identified in the EIR and adopted upon <br />approval of the Precise Plan. No new environmental document is required. <br />e. Pursuant to Guidelines section 15091(e) (Findings), the documents <br />and other materials that constitute the record of proceedings upon <br />which the Planning Commission has based its decision are located in <br />and may be obtained from the Office of the City Clerk at 1017 Middlefield <br />Road, Redwood City, California. The City Clerk is the custodian of <br />records for all matters before the City. <br />Section 3. Planned Community Permit (PC2018-001): In the exercise of its <br />independent judgement, the Commission finds that: <br />a) The application implements the adopted Precise Plan. <br />Basis for finding: The project implements the Precise Plan in that it proposes <br />an office building with improvements to the public frontage consistent with <br />the Precise Plan, as further described in the Staff Report, with the exceptions <br />to height, parking and setback.
