c) The design or proposed improvements are not likely to cause substantial <br />environmental damage, or substantially and avoidably injure fish, wildlife, or <br />their habitat, or cause serious public health problems. <br />Basis for finding: The project site is currently entirely paved and does not <br />contain habitat suitable for wildlife. The proposed development will include <br />new landscaping along the property frontages to provide a green <br />streetscape. Further, the Addendum to the EIR did not identify any <br />environmental impacts as a result of the project. <br />d) The design or improvements of the proposed subdivision will not conflict <br />with essential public easements for access through, or use of, property <br />within the proposed subdivision, and acceptable alternate public easements <br />will not need to be provided. <br />Basis for finding: The proposed subdivision and associated improvements <br />will not conflict with essential public easements for access through, or use <br />of, property within the proposed subdivision. Additionally, the project site <br />does not have any public utilities or associated improvements that would be <br />in conflict with the proposed project. <br />e) The reasons submitted for the granting of any exceptions applied for comply <br />with requirements for findings described in Section 30.69, and the tentative <br />map is deemed not workable without the granting of such exceptions. <br />Basis for finding: No exceptions to the Subdivision Ordinance are <br />requested. <br />f) Such other findings of conflict with written public policy or with the public <br />interest as the Planning Commission may determine. <br />Basis for finding: The proposed project does not conflict with any written <br />public policy or with the public interest. <br />Section 6. Conditionally Granted: The Planned Community Permit, Planned <br />Development Permit and Tentative Map are hereby conditionally granted based on the <br />Planning Commission's consideration and reliance on the Third Addendum and EIR, <br />Precise Plan and in accordance with the plans, details and descriptions contained therein, <br />and subject to the Conditions of Approval (Exhibit A) attached hereto and incorporated <br />herein by reference. <br />Section 7.
