375, the Sustainable Communities and Climate Protection Act of 2008, goes further, requiring <br />dramatic regional reductions in tailpipe emissions from passenger vehicles through transportation, <br />land use, and housing policies—particularly through slowing suburban sprawl and encouraging <br />modes of transportation other than private automobiles. By encouraging and facilitating compact <br />and pedestrian -oriented development near new and existing jobs, services, and transit, the <br />Broadway Plaza Project is an important part of Redwood City's obligation to comply with AB 32 <br />and SB 375. Also, state housing laws require cities, even built -out cities like Redwood City, to <br />facilitate a reasonable share of regional growth. The Broadway Plaza Project is an important part <br />of fulfilling these obligations as put forth in the recently state -certified Redwood City Housing <br />Element. <br />4. Enhanced economic development. The Broadway Plaza Project represents high- <br />quality, context -sensitive development that will promote and support economic development in <br />Redwood City. The Project's planned office, residential, and retail uses will place new customers <br />within easy reach of Downtown shops and restaurants, increasing their chances for success. <br />Increased economic activity in Downtown will, in turn, add value to Downtown historic resources, <br />increasing the likelihood of adaptive re -use and reducing the odds of neglect. Increased property <br />values and retail sales will also increase revenue for the City of Redwood City, improving its <br />ability to provide public safety and services. <br />5. Provision of affordable housing. The Project will provide one hundred and <br />nineteen (119) affordable residential units in a mix of studio, one-, two-, and three-bedroom units. <br />Moreover, the affordable units are concentrated at the lower income levels, because none of the <br />units will be offered at the Moderate income level, but the Project will exceed the normal Low <br />income requirement by 75 units, and will exceed the Extremely Low income requirement by 12 <br />units. The 119 affordable units is thirty-nine (39) more units than is required by the City's <br />inclusionary housing ordinance, and will help the City meet its Regional Housing Needs <br />Allocation (RHNA) requirement as determined by the Association of Bay Area Governments <br />(ABAG) and address the critical shortage of affordable housing in San Mateo County and the San <br />Francisco Bay Area. <br />6. Provision of child care services.
