Bay Road at Woodside Road: and <br />Middlefield Road and Woodside Road. <br />Impact TT -2: Implementation of the proposed Project would result in a significant and <br />unavoidable impact on freeway segments and freeway ramps on U.S. 101. <br />Despite these potentially significant effects, it is the City's considered judgment that the benefits <br />offered by the Project, including without limitation the Project benefits described below, outweigh <br />the potentially adverse effects of its significant impacts. <br />B. Project Benefits and Overriding Considerations <br />Each Project benefit and overriding consideration set forth below constitutes a separate and <br />independent ground for finding that the benefits of the Project outweigh its potential adverse <br />effects and each such consideration, standing alone, warrants approval of the Project. <br />1. Implementing General Plan goals and policies relating to land uses for the Project <br />site. The General Plan designation for the Broadway Block portion of the Project site is Mixed <br />Use — Corridor, and the zoning designation is Mixed Use Corridor — Gateway Broadway. These <br />designations represent City Council legislative policy determinations that the most appropriate <br />land uses for the Broadway Block are multi -family residential uses and complementary <br />commercial uses, such as the office and retail uses proposed by the Project, which will revitalize <br />the Broadway corridor and encourage and support diverse forms of transportation, including <br />pedestrian and public transit. The Broadway Plaza Project will facilitate and extend the General <br />Plan vision for the Broadway Block portion of the Project site by constructing appropriate multi- <br />family residential, commercial and office uses that have been legislatively determined in the <br />General Plan and zoning ordinance to be the most appropriate uses for the Project site. <br />2. Reducing the number of vehicle trips that occur in the City and the number of <br />vehicle miles traveled by residents of the City. Motor vehicle trips are the biggest source of air <br />pollution and greenhouse gas emissions in California. Reducing the number and length of vehicle <br />trips by residents of Redwood City will benefit Redwood City residents, both directly and <br />indirectly, by improving local air quality, alleviating traffic congestion on local streets and <br />roadways, contributing to regional and statewide efforts to reverse or slow global warming, <br />reducing local energy consumption, and contributing to broader efforts to reduce our nation's <br />dependency on foreign oil and petroleum products. Adoption and implementation of <br />the Broadway Plaza Project will enable substantial residential growth in close proximity to <br />public transit, employment opportunities, entertainment and recreational opportunities, retail and <br />commercial providers, and other necessary services, thereby eliminating and/or shortening the <br />length of a significant number of vehicle trips in the City. In addition, shortening the length of <br />commuter trips and other vehicle trips will reduce the time spent in vehicles, enabling residents to <br />devote more time to more productive or desirable activities. <br />3. Compliance with State mandates. Assembly Bill 32, the Global <br />Warming Solutions Act of 2006, requires that greenhouse gas emissions be reduced to 1990 levels <br />by 2020. The State has determined that cities must implement land use strategies, such as dense <br />and walkable infill development in more dense, urban areas, as part of their AB 32 strategy.
