<br />month trial at both intersections with traffic counts and speed data being collected <br />before installation and then after six months is recommended. <br /> <br />Council questions evolved about the use of chokers and the impact on bicyclists. <br /> <br />Public Comment: <br />Kathy Schrenk, McGarvey resident and traffic committee member, thanked the City <br />for support of their block party. She supported the proposed chokers stating that <br />McGarvey is an unusual street, an artery, very hilly, and really steep such that a <br />barrier like the choker is necessary. She explained that she serves on the bike <br />committee and that because McGarvey is so steep when biking down, most times, <br />you are forced to take the lane because you are going at the speed of traffic. If <br />going uphill, there are parked cars at many times. She expressed surprise at the <br />lack of support for the circle and her hope that further consideration will be given at <br />a later time. In conclusion, she was pleased with traffic calming measures on the <br />upper half but cautioned that there is a lot of interest for measures on the downhill <br />half. <br /> <br />Mary Brown stated that in 1961 she requested stop signs be installed and she is still <br />waiting for assistance for the kids at McGarvey and something for Roosevelt <br />Avenue. She requested a radar gun after witnessing a driver running through a stop <br />sign at Connecticut. <br /> <br />Gerald Nagle stated the difficulty in backing out of residential driveways on <br />Roosevelt because drivers are slowing down to make a left hand turn onto <br />Connecticut, going west on Roosevelt to go south on Connecticut. Drivers go to the <br />curb lane to get by without having to slow down. He stated that while trying to direct <br />traffic after an accident he has almost been hit about three times. He requested <br />officers or a radar gun be provided. <br /> <br />Gina Davis, resident at McGarvey and Fernside, representing the other corner that <br />would have the chokers stating that they both oppose them. She does not believe <br />they will limit the flow, or that they will impact bicyclists, and she expressed concern <br />with leaves and debris gathering. She further stated that she does not oppose the <br />stop signs or chokers down below. She concluded with stating that the real fix is to <br />limit access at Farmhill and her hope that Council will revisit the issue. <br /> <br />Howard Smith stated he lives on McGarvey and that in April 2006 at a community <br />meeting on the topic City Manager Everett asked the group what they can do about <br />traffic on McGarvey. He continued to explain what the group has done and his <br />disappointment that the only consideration is for two chokers at the top. He stated <br />that there is overwhelming support for some of the other petitions and that the <br />petition requirements need to be reviewed.
