<br />Doran Donnelly, McGarvey resident, stated that he is one of several supporters of <br />the measures going on and reiterated the concerns mentioned by previous <br />speakers stating the impetus for forming the committee is the children and pets <br />living in the neighborhood. He supported going back to the Council and asking what <br />can be done urging Council to at least adopt the proposed measures. In addition, <br />he stated that the alternatives should be considered and that concerns with the <br />measures will be addressed after the trial period. <br /> <br />Rick Davis, 20-year resident at the corner of McGarvey, stated that he was told the <br />cost of the trial period is $60,000. and the same trial could be performed using a <br />parked car. He further mentioned that at the bottom of the hill there is standing <br />water, leaves, and a mosquito problem so that he receives the silt. He expressed <br />concern with the barriers when turning to come off of McGarvey going onto <br />Fernside because vehicles already lose hubcaps and pop tires while turning. <br /> <br />Council questions included why providing chokers is the only measure being <br />recommended. Council comments included the desire to consider traffic circles, <br />access to left turns off of Farmhill, and the policy regarding resident approval for <br />traffic calming measures. <br /> <br />Patricia Forest stated that a traffic circle is fine for a level street but if going down <br />McGarvey very fast and a barrier is not known to exist the vehicle could veer off and <br />take out a tree or hit the curb and bounce. She stated that she has lost three trees. <br /> <br />Recommendation: <br />MIS HartnettlBain to approve, by motion, the installation of traffic chokers on <br />McGarvey Avenue at Fernside Street and at Chesterton Avenue (west), for a six- <br />month trial period. PRCS <br />Commission Vice Chair Shawn White explained why the proposal is being <br />considered.
