<br />Mayor Pierce opened the public hearing. <br /> <br />Public Comment: <br />Paul Powers complimented the PRCS Commissioners and staff for reaching out <br />and communicating with stakeholders. He stated that as the owner and developer <br />of 33 acres in the city, he supports the Finance Committee recommendation but <br />stated that it is grossly unfair that commercial development gets off the hook. He <br />stated his agreement with the recommended nexus study. <br /> <br />Mark Sanders supported the balance for commercial with residential expressing <br />that urgencies of the moment sometimes misplace more important things. He <br />asked about mechanisms that will ensure funds are dedicated to parks and not <br />decimated for other purposes. <br /> <br />Mayor Pierce commented that a letter had been received from Ted Hannig outlining <br />two recommendations for the proposed ordinance: One pertained to Section <br />30.146 with the suggestion that there should be more flexibility allowed. The <br />second topic addressed was "credit for existing resident capacity" stating that <br />although staff promised, his review did not find that provision. He cited examples of <br />when the developer should receive a credit for the existing residential capacity <br />because, "legally you are to only collect fees for the added incremental burden". <br /> <br />M/S Howardllra to close the public hearing. The motion passed by a unanimous <br />voice vote. <br /> <br />Council asked questions were asked that included what the effect on residential <br />development if a 50% level impact fee were adopted would be <br /> <br />Recommendation: <br />1. M/S Aguirre/Foust to amend by resolution the General Plan, Open Space <br />Element to add Policy 0-10: The City shall assure a standard provision of 3 <br />acres of active community parkland per 1,000 residents which shall be <br />maintained and not decrease as new residential development occurs; <br /> <br />RESOLUTION 14806 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />AMENDING THE CITY OF REDWOOD CITY STRATEGIC GENERAL PLAN TO <br />ESTABLISH AN ACTIVE COMMUNITY PARK LAND STANDARD OF THREE (3) <br />ACRES PER THOUSAND POPULATION <br /> <br />The motion passed by a unanimous roll call vote. <br /> <br />2. M/S Howard/Aguirre to introduce an ordinance adding Article XVI to Chapter 18 <br />(Local Improvements And Planning) of the City Code Regarding the Parks <br />Impact Fee and Setting the Rates for Such Fee at 50% of possible maximum; <br /> <br />AN ORDINANCE OF THE CITY OF REDWOOD CITY, CALIFORNIA ADDING <br />ARTICLE XVI TO CHAPTER 18 (LOCAL IMPROVEMENTS AND PLANNING) OF THE <br /> <br />JOINT CITY COUNCIUREDEVELOPMENT AGENCY BOARD MEETING <br />MINUTES <br /> <br />SEPTEMBER 10, 2007 <br />PAGE 8 <br />
