Council Members asked various questions related to capital improvements
necessary for building the terminal and parking, and whether the funding
mechanism contemplates making the port whole for the use of the land that
otherwise could be used for other revenue generating purposes. If a Redwood City
full ferry implementation occurs, does it present a sequencing issue. Dredging
costs and funding questions were asked relative to present day value to build at
$13-13.5 million.

MIS Hartnett/Howard to extend the meeting until 11 :45 p.m. The motion passed by a
unanimous voice vote.

Council Members requested a better understanding of the ridership projections and
how they were determined, and the rationale for why people would drive out to the
end of Seaport.

Mayor Pierce gave a background and summary stating that an agreement between
South San Francisco and Redwood City for acquiring Measure A funding was
necessary prior to any disbursement of the funds. She stated proposed language
includes that a pledge from South San Francisco would be to not divide the money
in half but if any funds were forwarded to them beyond an equal divide, they would
pledge to work with us to make sure Redwood City can do what is necessary to
bring the ferry to our city.

Council suggestion for agreement language included that the principle be that the
funding be split 50-50 and if South San Francisco needs more money we pledge to
help them find the additional money they might need and they pledge to find
additional money we might need or the system may need to fund a terminal in
Redwood City.

As Transportation Authority Chair, Vice Mayor Foust stated that Redwood City
should not be penalized because of being behind and if there is any allocation
above and beyond the $15 million, that there must be a provision that Redwood
City is made whole. Meaning that, either South San Francisco, the WT A, or state
funds will ensure that the money is available for the Redwood City ferry.

Mayor Pierce stated that she and Council Member Howard would be working to
incorporate the specific language and write a letter to South San Francisco Council
Member Gonzalez and City Manager Barry Nagel.

8.
