❑ Provide for an initial inspection of the entire City and report locations of damaged structures, <br />utilities, roads, signaled traffic -controlled intersections and facilities. Pay particular attention to <br />special use/hazard areas such as government facilities, schools, utilities and other special facilities <br />❑ Initiate request for mutual aid building inspectors and structural engineers through the Logistics <br />Section Chief <br />Prepare a plan for using Building Inspectors to ensure proper deployment as well as a <br />comprehensive coverage of the damaged area (Additional Inspectors may be obtained under <br />mutual aid) <br />❑ Activate the City Damage Assessment Plan. It should include inspection of the following critical <br />facilities (priority) and other facilities: <br />• EOC/DOCS <br />• Police stations <br />• Fire stations <br />• *Hospitals <br />• Congregate care facilities (including private schools, convalescent care facilities, board and <br />care facilities, day care centers, etc.) <br />• *Public schools <br />• Public Works facilities <br />• Potential Hazardous Materials facilities, including gas stations <br />• Designated shelters <br />• Unreinforced masonry buildings <br />• Concrete tilt -up buildings <br />• Multi -story structures—commercial, industrial and residential <br />• *Mobile homes/modular structures <br />• Single-family dwellings <br />*Note: Certain facilities may fall under the jurisdiction of State or County inspectors. These agencies may <br />exercise their jurisdictional authority to inspect these facilities. As a practical matter, there are very few <br />State inspectors available, and they may not be able to respond in a timely manner during the initial <br />stages of the emergency/disaster. <br />Use a Three Phased Approach to Inspection Based Upon Existing Disaster Intelligence: <br />• General Area Survey of Structures <br />• ATC -202 Rapid Inspection (ATC Safety Assessment) <br />• ATC -20 Detailed Inspection <br />❑ Alert and stage safety assessment teams as needed <br />❑ Arrange for necessary communications equipment from the Communications Unit of the EOC <br />Logistics Section and distribute to all field personnel (e.g., radios, cellular phones, etc.) <br />2 ATC -20: Procedures for Postearthquake Safety Evaluation of Buildings <br />C-61 <br />
