1. Emergency Operations Plan Overview and <br />Administration <br />The Emergency Operations Plan (EOP or Plan) is designed to assist City and other staff members who have <br />key roles and responsibilities for responding during emergencies. Emergency management organization <br />staff that support emergency response, report to the Emergency Operations Center (EOC) or Department <br />Operations Centers (DOC), or are assigned to field response duties should use the EOP to guide their <br />actions in completing assigned tasks. <br />1.1 PLAN FORMAT <br />BASIC PLAN <br />The EOP provides an overview of the City's organization, policies, and approach to all phases of emergency <br />preparedness. It is the foundation document for the City's emergency management program. The EOP <br />identifies the functions and responsibilities for the emergency response organization and EOC staff and <br />provides guidance for plan maintenance. It describes internal processes that address emergency response <br />and coordination. The intent of the EOP is to provide supporting documentation to emergency response <br />staff that is detailed enough for effective response yet is flexible enough to be used in any emergency <br />response. <br />APPENDICES <br />The EOP appendices include forms, checklists, and other supplemental information to be used in <br />preparation for, and during, an emergency. Appendices also include supporting information that may <br />frequently change, such as personnel rosters and contact lists. <br />1.2 PURPOSE AND SCOPE <br />The EOP provides guidance to City staff to promote effective response and recovery operations when any <br />emergency affects City operations or the community. The scope of the EOP includes the City's population, <br />personnel, property, and facilities, and it is applicable to any incident resulting from any hazard or threat. <br />The EOP: <br />• Describes the City's organizational structure and management system for emergency response <br />• Sets forth lines of authority and organizational relationships, and shows how emergency response <br />activity will be coordinated <br />• Identifies the actions taken to activate and operate the City EOC <br />• Identifies personnel, equipment, facilities, supplies, and other resources available to support EOC <br />operations <br />• Provides detailed guidance for EOC staff to carry out their responsibilities <br />• Describes EOC processes and products such as the EOC Action Plan and Situation Status Report <br />1 RESO.
