The objectives of the EOP are to: <br />• Describe the internal processes that address emergency response and coordination including <br />identifying the roles and responsibilities of ECC positions that may be staffed at the City ECC upon <br />activation <br />• Describe the Incident Command System (ICS) which will be used in the preparation for, response <br />to, and recovery from emergencies, and may be used to aid in the mitigation of potential threats <br />• Provide tools and templates such as emergency procedures and communications methods for EOC <br />and other staff to use in responding to emergencies <br />1.3 REDWOOD CITY EOP ACTIVATION <br />Activation of the EOP occurs as a result of any of the following conditions: <br />• By order of the Director of Emergency Services (Director) as specified in City Municipal Code <br />Chapter 10, provided that the existence or threatened existence of a Local Emergency has been <br />proclaimed in accordance with the City Municipal Code <br />• When it is determined by the Director that the available resources are inadequate to cope with <br />the incident <br />• When the Governor proclaims a State of Emergency for an area that includes the City <br />• Automatically on the proclamation of a State of War Emergency as defined in California Emergency <br />Services Act (Government Code §§ 8550, et seq.) <br />• A Presidential declaration of a National Emergency <br />• Automatically on receipt of an attack warning or the observation of a nuclear detonation <br />1.4 AUTHORITIES <br />The following documents provide emergency authorities for conducting and/or supporting emergency <br />operations: <br />1.4.1 FEDERAL <br />• Homeland Security Presidential Directive (HSPD) 5, Management of Domestic Incidents <br />• Presidential Policy Directive (PPD) 8, National Preparedness <br />• U.S. Department of Homeland Security, National Incident Management System (NIMS) <br />• U.S. Department of Homeland Security, National Response Framework (NRF) <br />• Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988 (Public Law 93-288), as <br />amended <br />• National Fire Protection Association, Safer Act Grant; NFPA 1710, 2010 <br />• Americans With Disabilities Act (ADA), 1990 <br />• ADA Amendment Act (ADAAA), 2008 <br />• Post -Katrina Emergency Reform Act, 2007 <br />• The Pets Evacuation and Transportation Standards Act of 2006 <br />• Public Law 84-99 (U.S. Army Corps of Engineers -Flood Control Act) <br />• Federal Civil Defense Act of 1950 (Public Law 920), as amended <br />• National Response Team (NRT)-1, Hazardous Materials Emergency Planning Guide and NRT-1A <br />Plan Review Guide (Environmental Protection Agency's National Response Team) <br />2 <br />
