APPENDIX D: INCIDENT ANNEXES <br />These Incident -Specific Annexes provide additional details to City staff responding to various <br />emergency events. These Annexes work in support with the Basic Plan and are not intended to override <br />or counteract any direction in that document. These Annexes provide direction both during and prior <br />to EOC activation. <br />General Operational Objectives <br />Each Incident -Specific Annex contains initial operational objectives, which are steps that should be <br />followed immediately upon EOC activation. In addition to these specific objectives, the following <br />general objectives should be followed immediately when the EOC is activated, regardless of the incident <br />type. <br />• Take all steps necessary to activate the EOC, including establishing the EOC location (selecting <br />an alternate site if the primary site is inaccessible or unusable) and calling all needed EOC staff <br />to report. <br />• Establish EOC functionality and communications, including staff accountability, emergency <br />power, radios, telephones, computers, Internet and internal City network, printer, video <br />conferencing systems, television, and others as needed. <br />• Distribute a Communications Plan to City staff, stakeholders, government officials, members of <br />the media, and others as appropriate. Use ICS Form 205. <br />• Conduct damage assessments of City facilities and infrastructure, prioritizing critical facilities <br />and infrastructure. <br />• Assess damage to critical facilities and infrastructure not owned by the City, including state <br />roadways, electricity and natural gas systems, and hospitals. <br />• Assess status of City staff. <br />• Establish and promulgate an EOC staff rotation schedule. <br />• Participate in the Unified Command, if one is established. <br />• Ensure safe operations for all EOC activities. <br />Hazards included are: <br />• Active Shooter/Violent Intruder <br />• Cyber Attack <br />• Earthquake <br />• Flood <br />• Pandemic <br />• Tsunami <br />• Wildland-Urban Interface Fire <br />D-1 <br />
