Task 2: Evacuate the scene <br />❑ Law enforcement must ensure the safety of people evacuating the scene while holding <br />them at an assembly point. Set up an assembly point a safe distance from the active <br />shooter/violent intruder scene, using a pre -established point if feasible. <br />❑ Establish barricades around the scene and assembly point, and post law enforcement <br />officers to maintain perimeter security. <br />❑ When law enforcement arrives, people may have already escaped the scene and may have <br />gathered at pre -established locations. Others may escape as law enforcement enters the <br />scene and begins to clear it. All evacuated persons must be guided to the designated <br />assembly point. <br />❑ Shout or broadcast commands for people to remain calm, put down all items in their hands, <br />raise their hands above their heads and keep them visible at all times, avoid making sudden <br />movements, and other instructions as appropriate. This is particularly important for <br />persons actively fleeing the scene. <br />❑ Persons evacuating can provide important details about the event that may be critical to <br />law enforcement officers. Obtain the identities of all persons, and conduct initial <br />questioning on issues of immediate importance, such as the perpetrator's name, <br />description, and where they were last seen. Convey such information to law enforcement <br />responders working to eliminate the threat. <br />Ll Evacuating persons may be injured. Conduct rapid triage and provide medical assistance to <br />individuals needing immediate attention as soon as there are sufficient resources to do so. <br />❑ For safety reasons, it may be necessary to evacuate persons in nearby properties. Collect <br />any pertinent information about the perpetrator from such persons. <br />❑ Be prepared to assist persons who are unable to self -evacuate. <br />❑ In rare instances, the perpetrator may attempt to escape with the evacuating crowd. Law <br />enforcement supervising the evacuation must take care to ensure that evacuating persons <br />do not pose a threat. <br />Task 3: Provide rescue assistance <br />❑ Law enforcement and emergency medical personnel must enter the scene to rescue injured <br />persons who are unable to move, or other persons who have not yet evacuated. Responders <br />conducting rescue assistance should wait for an area to be considered safe before entering. If <br />rescuers are entering an area that is believed but cannot confirmed to be safe, rescuers must <br />wear force protection gear. <br />❑ Persons who do not require medical assistance must be evacuated to the designated assembly <br />point. <br />❑ To the extent possible, rescuers should triage any injured persons and begin providing <br />treatment to those with immediate medical needs. <br />❑ Persons with non -life-threatening injuries who cannot move or be moved should be treated at <br />the scene as resources are available. <br />❑ Persons who are able to evacuate, including those with less significant injuries, should be <br />evacuated to the assembly point for treatment if it is medically feasible to do so. <br />D-4 <br />
