❑ Critical services or systems may be nonoperational, and backup and alternative systems may <br />need to be deployed. <br />❑ Dispatch law enforcement or traffic control officers as needed to major intersections affected <br />by downed traffic signals to ensure orderly and safe flows of vehicular, cyclist, and pedestrian <br />traffic. <br />❑ If water services are interrupted for a substantial period of time, more than 12 hours, and <br />restoration of water systems is uncertain, the City must deliver water through alternate means <br />until water services can be reinstated. <br />❑ If wastewater services are interrupted for a substantial period of time, more than 12 hours, and <br />restoration of water systems is uncertain, the City will dispense waste collection containers to <br />all residents who need them. <br />❑ If communications between City departments or staff are compromised or nonoperational, <br />then the City must initiate the use of backup communication systems, such as satellite phones, <br />so as to allow critical communications to continue. <br />❑ If call centers for first responders or 9-1-1 services are compromised or nonoperational, then <br />the City must execute rapid and continual triages of the City to determine if residents are in <br />need of fire, law enforcement, or other emergency response personnel. <br />❑ Communicate regularly with members of the media and the public on the status of the <br />emergency, remembering that standard City means of communication may be unavailable. <br />Direction and Control <br />For general information about direction and control during a cyber attack event, see the Concept of <br />Operations section in the Basic Plan. <br />Increased Readiness Actions <br />Condition 3: A city employee or law enforcement officer receives a report that a cyber attack event may <br />be unfolding and could affect City systems. There are not yet any reports of damage or affected systems, <br />but there is the potential for the situation to develop into an emergency event. The EOC is operating at <br />Level I (Information Level). <br />❑ Rapidly assess City systems, infrastructure, and community to get a general sense of conditions <br />and the scope of damage. <br />❑ Check on the status of City staff who are responsible for emergency response activities.
