❑ Check on the status of City staff who are responsible for emergency response activities. <br />Mobilize necessary personnel, and alert others of the likelihood of emergency duty as <br />appropriate. <br />❑ Alert authorities from surrounding local governments and appropriate staff from Santa Mateo <br />County. <br />❑ Correct any damage in City facilities that could impede emergency response activities. <br />❑ Contact Breazly Breach for claims assistance https://www.beazley.com/contact_us.html <br />Condition 1: A cyber attack has occurred and many City systems and/or electronically -based <br />infrastructure are affected or non -operational. The event may impact the City beyond its ability to <br />respond with its own resources and cooperation with other authorities or higher levels of government <br />may be necessary. The EOC is operating at Level III (Respond Level). <br />❑ Rapidly assess City systems, infrastructure, and community to get a general sense of conditions <br />and the scope of damage. <br />❑ Check on the status of City staff who are responsible for emergency response activities. <br />Mobilize necessary personnel, and alert others of the likelihood of emergency duty as <br />appropriate. <br />Correct any damage in City facilities that could impede emergency response activities. <br />Activate the EOC and all necessary staff and commence action planning. <br />❑ Prepare for 24-hour operations of emergency response activities. <br />❑ Prepare to handle emergency transportation requests. <br />❑ Mobilize emergency response crews. <br />❑ Alert authorities from surrounding local governments and appropriate staff from Santa Mateo <br />County. <br />❑ Contact Breazly Breach for claims assistance https://www.beazley.com/contact_us.html <br />❑ Contact the U.S. Computer Emergency Response Team and request help as may be necessary. <br />❑ Determine the estimated period of time that transportation and water infrastructure may be <br />disrupted or non -operational (if affected) and notify the public and provide continual updates <br />Initial Operational Objectives <br />• Identify and isolate the threat to prevent it from spreading and expanding its impact. <br />• Alert and cooperate with other governmental jurisdictions. <br />• Secure infrastructure with compromised security as quickly as possible. <br />• If traffic signals are disrupted, provide traffic control at busy intersections. <br />• If water or wastewater service is lost, restore service as safe and feasible to do so, making <br />provisions for temporary emergency service as needed. Coordinate with PG&E and other utility <br />provides to restore any other services that are experiencing outages. <br />• Use NIXLE, SMC Alert, and other appropriate methods to the extent such systems are available, <br />to provide updates on the estimated time until water, transportation, and any other affected <br />services are restored to full operations. <br />D-11 <br />
