Increased Readiness Actions <br />If an earthquake occurs that is strong enough to be felt, regardless of magnitude, division heads should <br />immediately be notified and be directed to stand by for action. <br />Condition 3: An earthquake has occurred that is strong enough to be felt. There are not yet any reports <br />of damage, but there is the potential for the situation to develop into an emergency event. The EOC is <br />operating at Level I (Information Level). <br />❑ Rapidly survey the community to get a general sense of conditions and the scope of damage. <br />❑ Check on the status of City staff who are responsible for emergency response activities. Alert <br />personnel of the possibility of emergency duty. <br />❑ Correct any damage in City facilities that could impede emergency response activities. <br />Condition 2: An earthquake has occurred that is strong enough to be felt, and an emergency event is <br />likely to develop. The EOC is operating at Level II (Alert Level). <br />❑ Rapidly survey the community to get a general sense of conditions and the scope of damage. <br />❑ Check on the status of City staff who are responsible for emergency response activities. <br />Mobilize necessary personnel, and alert others of the likelihood of emergency duty as <br />appropriate. <br />❑ Correct any damage in City facilities that could impede emergency response activities. <br />❑ Determine potential shelter locations and alert facility owners. <br />Condition 1: An earthquake has occurred that is strong enough to be felt, and emergency events have <br />developed or are imminent. The EOC is operating at Level III (Respond Level). <br />❑ Rapidly survey the community to get a general sense of conditions and the scope of damage. <br />❑ Check on the status of City staff who are responsible for emergency response activities. <br />❑ Correct any damage in City facilities that could impede emergency response activities. <br />❑ Activate the EOC and all necessary staff and commence action planning. <br />❑ Prepare for 24-hour operations of emergency response activities. <br />❑ Prepare to handle emergency transportation requests. <br />❑ Mobilize emergency response crews. <br />❑ Determine potential shelter locations and alert facility owners. <br />Initial Operational Objectives <br />• Conduct a rapid survey of the community, supported by the EOP information collection plan, <br />to assess the incident. <br />• Determine any areas that require evacuation due to potential or actual emerging hazard <br />conditions. <br />• Activate and open shelters as required. <br />• Finalize and promulgate evacuation routes. <br />• Deploy Police Department resources to conduct community evacuation notification, and <br />deploy Police Department resources to conduct evacuations if necessary. <br />D-16 <br />
