For major storms that cause significant and/or widespread flooding, or flooding of a substantial
magnitude that results from any other event, the EOC will be activated as appropriate, and the EOP will
guide activities. In such instances, the EOC will provide primary direction and control during the flood
event.
If there is a need for regional evacuation or other regional operations, the City will coordinate its efforts
with those of neighboring communities and the San Mateo County Operational Area. Evacuation routes
will be developed in coordination with the San Mateo County Sheriff's Office and the California Highway
Patrol.
Tasks
See the Concept of Operations section in the Basic Plan for general information. Information about
flooding and related severe weather conditions is available from the National Weather Service (NWS).
Redwood City will be responsible for the overall direction and control of any emergency response
activities within the City limits. Such activities may include warning notifications, evacuation and
rescue, security in affected areas, cleanup, or other operations that may be necessary.
The Public Works Department should perform pre -event inspections and preparatory activities,
including the following:
❑ Ensuring that adequate traffic control devices, cleaning and repair tools, sandbags, functional
communication devices, first aid kits, and other necessary supplies are available and functional.
City vehicles should be stocked with all appropriate equipment.
❑ Checking all storm drains for debris and cleaning any blockages.
❑ Checking all storm water pumps for proper operations.
❑ Making sandbags available to community members at the Public Works Yard and at other
locations as appropriate and necessary.
If necessary, activate the Public Works Department Operations Center (DOC).
Direction and Control
For general information about direction and control during a flood event, see the Concept of Operations
section in the Basic Plan.
Increased Readiness Actions
Condition 3: A current or potential future event may develop into an emergency flood event. The EOC
is operating at Level 1 (Information Level).
❑ Monitor the NWS for information on watches, warnings and alerts online at
https://www.weather.gov/forecastmaps and through other sources as necessary.
❑ Monitor the National Oceanographic and Atmospheric Agency (NOAA) for predicted tides
online at https://tidesandcurrents.noaa.gov/tide_predictions.htmI and through other sources
as necessary.
D-19
