• Employee absenteeism may reach 40% <br />• The illness is expected to be highest among school -aged children <br />• People may be asymptomatic while infectious. Asymptomatic persons can transmit the <br />illness and will likely develop immunity <br />• The incubation period for influenza is typically two days <br />• On average, each infected individual will transmit the infection to two other people <br />• Community pandemic waves will last approximately six to eight weeks. Multiple waves <br />can be expected <br />• There will be limited or no ability for regional, state or federal support and assistance <br />because of the likelihood of simultaneous community outbreaks across the U.S. <br />• Vaccines and antiviral medication will be delayed and/or in short supply <br />• Vaccines will be under the control of the federal government. As the State of California <br />receives the vaccine, it will be distributed on a priority basis <br />• The federal government has assumed responsibility for devising liability programs for <br />vaccine manufacturers and persons administering the vaccine <br />• Secondary bacterial infections such as pneumonia have the potential to strain antibiotic <br />supplies <br />• Education, public health interventions, and limiting or eliminating public gatherings may <br />be a required response <br />• Isolation and quarantine authority is held by the County and State Health Departments <br />• Effective response will require coordinated community -wide local efforts that include <br />private businesses, citizens, elected officials and community leaders <br />• When a Local Emergency is proclaimed, the Mayor is authorized to issue an emergency <br />proclamation and impose all necessary regulations to preserve the peace and order of <br />the City including: imposing curfew, closing businesses, public buildings, streets or other <br />public places <br />CONCEPT OF OPERATIONS <br />This Section addresses how the City will prepare for and respond to a potential or actual pandemic. <br />Pandemic Stages <br />The World Health Organization's (WHO) Influenza pandemic phases are used as the template for <br />federal, state and county pandemic planning. The City will use the WHO pandemic phases to provide a <br />consistent and coordinated planning effort with federal, state and county public health agencies. This <br />annex includes a set of matrices that outline each department's strategies and responses during each <br />pandemic phase. The matrices also include strategies and policies that will be used City-wide. <br />D-23 <br />
