WHO Pandemic Phases are as follows: <br />Inter -Pandemic Period <br />• Phase 1- no new human subtype. Animal influenza may be present and poses a low risk for <br />human disease. <br />• Phase 2 - no new human subtype. A circulating animal influenza poses substantial risk of <br />human disease. <br />Pandemic Alert Period <br />• Phase 3 - new human subtype causing little or no person to person disease <br />• Phase 4 - new human subtype causing limited small cluster disease spread person-to-person. <br />Spread highly localized not well adapted to humans. <br />• Phase 5 - new human subtype causing larger clusters of disease, becoming more adapted to <br />humans. <br />Pandemic Period <br />• Phase 6 — increased and sustained transmission in general public <br />Recovery and Resumption of Normal Business Phase <br />• Phase 7 — This phase is not a WHO Pandemic Phase. It has been added to assist the City in <br />developing lessons learned and preparing for transition to Phase 1 and normal operations. <br />Nine stages of the federal government response were created to characterize the stages of an outbreak <br />in terms of the immediate threat to the U.S. population. They provide a framework for the federal <br />government's actions.
