7 <br />Revision of plans as needed <br />Per health officials, Pandemic Phases <br />9 <br />have officially passed <br />Roles and Responsibilities <br />The California Department of Public Health (CDPH) is the lead State agency for preparedness and <br />response to an influenza pandemic in California. They will work in cooperation with Cal OES and other <br />state organizations to coordinate state agencies response activities to an influenza pandemic/public <br />health emergency. The California Pandemic Influenza Preparedness and Response Plan (2006) provides <br />detailed planning and response activities including planning assumptions, response capacities, <br />responsible parties and prescribed, necessary actions. It is a result of coordinated effort with the U.S. <br />Department of Health and Human Services' Influenza Plan. In addition, pandemic response is described <br />in the Statewide Concept for Operations for Pandemic Influenza (2009). <br />The following organizations have roles to play in a pandemic response: <br />• CDPH working directly with the Center for Disease Center (CDC) will provide/support for: <br />Surveillance and epidemiology <br />Laboratory diagnostics <br />Healthcare coordination <br />- Clinical and infection control guidance <br />- Vaccine and antiviral distribution and use <br />- Public health interventions including quarantine and social distancing recommendations and <br />notices <br />- Pandemic information management <br />- Public health communications to the public <br />- Travel -related containment strategies <br />- Guidance to county and tribal health departments <br />• San Mateo County Health Department (SMCHD) provides full time public health services to all <br />residents of the County. SMCHD is responsible for: <br />- Working in cooperation with CDPH for detection and response to an influenza pandemic <br />in San Mateo County <br />- Surveillance, quarantine and sanitary measures to prevent the spread of the disease, <br />provide temporary hospitals or places of reception for persons with infectious disease, <br />county wide communication/information including health education campaign, allocating, <br />distributing and administering available flu vaccine. <br />- Ordering vaccine, antivirals/antibiotics and supplies from CDPH through the Strategic <br />National Stockpile (SNS) <br />- Managing Points of Distribution (PODS) <br />D-26 <br />
