Emergency management in the City is guided by the City's EOP. This plan directs all disaster response <br />and recovery activities. The EOP Coordinator is the Fire Chief or the Fire Chief's designee. <br />The City has identified essential services (Tab 1) in the context of an influenza pandemic. Essential <br />services have been defined as any service which, if not delivered or interrupted for 12 weeks, may result <br />in significant hardship or danger for citizens or employees or may significantly interfere with response <br />or recovery operations. A 12 -week timeline was established to support a sustained response that would <br />be required if multiple waves of influenza pandemic occurred as suggested in federal guidance. <br />The City has developed a pandemic influenza infection control/PPE use guideline (Tab 2). <br />City Assumptions and Duties <br />The following responsibilities are assigned to City staff and departments: <br />• A State Proclamation of Emergency and subsequent local proclamation would be expected in <br />the later stages of a pandemic alert or at the outset of a federally declared pandemic. The <br />City will proclaim the existence of a local emergency as specified by City Municipal Code Chapter <br />10 <br />• The City Manager will consult with the Mayor and Council, Department Directors, and <br />others to implement measures to assure essential City operations continue. The City Manager <br />will provide briefings to elected officials, staff and the public as needed <br />• The Emergency Management Coordinator will receive updates with State and county public <br />health/emergency management authorities. The Terrorism Liaison Officers (TLO) may also be <br />recipients of public health intelligence <br />• The City Manager may implement Special Leave during an influenza pandemic <br />• Supervisors will require sick and/or potentially contagious employees to stay home <br />• The Emergency Management Coordinator, TLOs, Police Chief, and Fire Chief will meet and brief <br />the City Manager about relevant pandemic intelligence <br />• A daily action plan will be developed by the City Management, Fire Chief, Police Chief and <br />Public Works Director during the Pandemic Phase. This plan will be communicated to Fire, <br />Police and Public Works DOCS <br />City Organization and Responsibilities <br />The EOC may be placed on a limited -scale activation to implement and support the provisions of this <br />annex. The following is the City's organization for pandemic response: <br />• City Manager: <br />- Determine City influenza pandemic measures including the implementation and <br />accountability of all phases of the Pandemic Matrix. Consult with Mayor, brief elected <br />officials, staff and the public as needed <br />• Mayor: <br />- Responsible for the enactment of policy to protect the health, safety, and welfare of the City <br />D-27 <br />
