City Manager's Office <br />WHO Pandemic Phase <br />Strategies/Response <br />Inter -Pandemic Period <br />Phase 1— no new human <br />subtype — animal <br />influenza may be present <br />poses low risk in humans <br />Phase 2 — no new subtype <br />• No change in normal business operations. <br />in humans however <br />circulating animal <br />influenza poses <br />substantial risk of human <br />disease <br />Follow City Plan, plus: <br />• Discuss with the Executive Leadership Team and the <br />Emergency Management Coordinator the most efficient <br />structure and mechanism for reassigning employees to other <br />departments. <br />• Provide purchasing emergency authority exempt from bidding <br />requirements. <br />• Evaluate staffing distribution for Pandemic Phases 5 and 6 to <br />Pandemic Alert Period <br />ensure essential public services will continue <br />• Establish staffing model for a reduced workforce. <br />Phase 3 - new human <br />0 In consultation with the Executive Leadership Team, develop <br />subtype no/little human <br />strategy to suspend non-essential programs and close facilities <br />to human <br />if a Phase 6 alert is declared. <br />• Develop Telecommute/Remote Access Plan that outlines <br />use/qualifications. <br />• Economic Development - Use list of retail/office/industrial <br />owners, project managers, etc. to disseminate important <br />information to tenants. <br />• Neighborhood Programs - Use registration database to <br />disseminate pandemic related information to neighborhood <br />leaders. <br />D-52 <br />
