If a tsunami or seiche event has impacted Redwood City, take the following steps:
❑ Activate the EOC and mobilize all necessary staff, if this was not done prior to the event occurring.
❑ Activate emergency shelters if necessary.
❑ Deploy Police Department resources to prevent entry to shoreline area or other areas that may
be impacted as appropriate, and to conduct any evacuation or rescue activities if it is safe for them
to do so.
❑ Distribute information to members of the public about the status of the event. Emphasize that
tsunami events may last for several hours, and there are often multiple waves.
❑ Continue to monitor the situation through contact with the Pacific Tsunami Warning Center and
the Unified Command system.
Once the tsunami event has ended, or if the Pacific Tsunami Warning Center concludes there is no risk of
inundation, take the following steps:
❑ Conduct a survey of the shoreline areas to ascertain conditions, including if there has been
any inundation. Be aware that dangerous currents may still exist in the water. Be sure to
inspect the structural integrity of any docks and restrict access to dangerous dock structures.
❑ If the tsunami event was severe enough to cause widespread damage, conduct a rapid triage
of the city, identifying the areas most in need of an immediate response.
❑ If there has been inundation, or if there has been no inundation but emergency responders
are needed, deploy emergency responders to provide search and rescue services, medical
assistance, and evacuation assistance as needed. In the event of a severe tsunami, deploy
available emergency response staff to the areas most in need of assistance. Impress upon
responders that they must not stop at the first emergency encountered.
❑ Activate emergency shelters if necessary and if this has not already happened.
❑ If the survey or other early reports identify natural gas or hazardous material leaks,
immediately notify PG&E or the facility owner as appropriate. Evacuate any persons at risk of
harm from indirect hazards.
❑ Continue to distribute information about the event to members of the public.
❑ If any buildings are considered unsafe for occupancy, evacuate these buildings and tag them
so they can be easily recognized.
❑ When safe to do so, begin cleanup operations.
Direction and Control
For general information about direction and control during a tsunami or seiche event, see the Concept of
Operations section in the Basic Plan.
Increased Readiness Actions
Condition 4: A Tsunami Information Bulletin has been issued for Redwood City. The EOC is not operating.
J If the Bulletin states there is no threat, take no action, but remain aware of any new alerts.
D-75
