• Category B: Emergency Protective Measures— Measures to eliminate or lessen immediate threats <br />to life, public health and safety. <br />• Category C: Roads and Bridges — All non -emergency work and any that may require more time for <br />decision-making, preparation of detailed design, construction plans, cost estimates and schedules. <br />• Category D: Water Control Facilities — Includes flood control, drainage, levees, dams, dikes, <br />irrigation works and bulkheads. <br />• Category E: Public Buildings and Equipment — Buildings, vehicles or other equipment, <br />transportation systems, fire stations, supplies or inventory, higher education facilities, libraries and <br />schools. <br />• Category F: Utilities — Water supply systems, sanitary sewerage treatment plants, storm drainage <br />and light/power. <br />• Category G: Other — Park facilities, public and private non-profit facilities, recreational facilities <br />and playground equipment. <br />PA programs provide at least 75 percent of costs associated with Presidentially declared disasters if <br />program projects meet stringent requirements for documentation, regulatory compliance and <br />administration. Detailed guidance is provided at: https://www.fema.gov/public-assistance-local-state- <br />tribal-and-non-profit <br />H.5 Hazard Mitigation Grant Programs <br />The Hazard Mitigation Grant Program (HMGP) provides grants to implement long-term hazard mitigation <br />measures after declaration of a major disaster. The purpose of the HMGP is to reduce the loss of life and <br />property due to natural disasters, and to enable mitigation measures to be implemented during the <br />immediate recovery from a disaster. To qualify for HMGP funding, projects must provide a long-term <br />solution to a problem, and the project's potential savings must exceed the cost of implementing the <br />project. <br />HMGP funds may be used to protect either public or private property, or to purchase property that has <br />been subjected to, or is in danger of, repetitive damage. The amount of funding available for the HMGP <br />under a particular disaster declaration is limited. Under the program, the federal government may provide <br />a state or tribe with up to 20 percent of the total disaster grants awarded by FEMA under Stafford Act <br />programs and may provide up to 75 percent of the cost of any projects approved under the program. In <br />California, these funds are administered by the Cal OES Hazard Mitigation Grant Program Unit.
